Turning farm activities into heritage in order to make farm land commonplace: thoughts based on the case of Tours
Patrimonialiser des activités agricoles pour banaliser la consommation d’espaces agricoles périurbains : réflexions à partir du cas de l’agglomération de Tours

Through the study of planning projects located inside the area of the Schéma de Cohésion Territoriale (local plan) of Tours, this paper analyzes how farm-land in periurban spaces is appropriated by various local actors. To satisfy sometimes antagonistic expectations, local authorities tend to limit land consumption by considering farm activities as heritage or as a “generic”. These dichotomous views do not consider land as a non-renewable resource: they allow the continuation of land consumption.
Les projets d’aménagement situés dans le périmètre du schéma de cohérence territoriale de l’agglomération tourangelle permettent de poser la question de l’appropriation de l’espace agricole périurbain par les différents acteurs. Pour répondre à des attentes parfois antagoniques, les collectivités territoriales cherchent à limiter la consommation foncière en patrimonialisant des activités agricoles ou en considérant les espaces agricoles comme un « générique ». Ces regards dichotomiques ne saisissent pas la terre comme une ressource non renouvelable et autorisent la poursuite de la consommation de l’espace agricole.
