Associative Action in Urban Planning: Cases Studies from Marseille, France

Chapter first identify the types of action which, in France, may be similar to Community Planning. In this country, local initiatives may be as models by the central government; he then brings it down in terms of unified, highly administered in terms of organization and funding. This does not help the birth of new appropriate and innovative local initiatives, especially that since the 1980s, the association movement has dried up and the segregation aggravated isolated some communities ignored because of French politics assimilation. A mosaic of community initiatives yet exist in the shadow of a policy "de guichet" (awarding grants subject to lengthy bureaucratic procedures) that attempt to unite in what some call the Community Organizing and is expressed through the collective of associations "Pouvoir d'Agir" (www.pouvoirdagir.fr). We are interested more particularly to certain manifestations of this "power to act" around Marseille, through some action on cities where social housing can meet, between consensus and conflict, central intervention calling for the consultation (Cité Bellevue, as part of the renovation of a condominium dominated the original peoples of North African and Comorian) and local initiatives of community residents (Bassens city, set of collective social housing completely demolished and rebuilt in houses with a strong involvement of the resident community).

Ce chapitre identifie d’abord les types d’action qui, en France, peuvent s’apparenter au Community Planning. Dans ce pays, des initiatives locales peuvent être érigées en modèles par le pouvoir central ; il les fait ensuite redescendre sous des modalités unifiées, très administrées en terme d’organisation et de financement. Ceci n’aide pas à la naissance de nouvelles initiatives locales appropriées et innovantes, d’autant que, depuis les années 1980, le mouvement associatif s’est tari et que la ségrégation aggravée a isolé certaines communautés, ignorées du fait de la politique française d’assimilation. Une mosaïque d’initiatives associatives existe pourtant dans l’ombre d’une politique dite « de guichet » (attribution de subventions soumises à de lourdes procédures bureaucratiques) qui tentent de se fédérer dans ce que certains appellent le Community Organizing et qui s’exprime à travers le collectif d’associations « Pouvoir d’agir » (www.pouvoirdagir.fr ). Nous nous intéresserons plus particulièrement à certaines manifestations de ce « Pouvoir d’agir » autour de Marseille, à travers quelques actions sur des cités d’habitat social où peuvent se rencontrer, entre consensus et conflit, une intervention centrale appelant à la concertation (Cité Bellevue, dans le cadre de la rénovation d’une copropriété où dominent des populations d’origine maghrébine et comorienne) et des initiatives locales émanant de collectifs habitants (Cité Besson, ensemble d’habitat social collectif entièrement démoli et reconstruit en maisons individuelles avec une forte implication de la communauté habitante).
