Le Sahara Espagnol : histoire et mémoire du rapport colonial. Un essai d’interprétation

This study focuses its attention on the composition of the memory of the Spanishcolonial rule in the Western Sahara. The forgetting as well as the manipulations of thememory is analyzed by means of some examples got by the consultation of Spanisharchives and from the testimonies collected in the Sahrawi refugee's camps of Tindouf.These examples also allowed us to have a first reconstruction of the colonialrelationship between the Spaniards and the Sahrawis, which, far from coinciding withthe representations of the Spanish circles of the humanitarian cooperation or certainSahrawi persons, based itself on a mixture of violence and paternalism. The slowpenetration in the territory was made through the purchase of the consensus ofSahrawi Chioukh by the so-called "policy of the sugar loaf". When this policy did notoffer any more guarantees of safety to the colonial administration, it was transformedin the massive usage of the military violence, which hard struck the Sahrawipopulations at the end of 1950s. Today, these elements are totally absent in the memoryof the Spanish colonialism in the Western Sahara, what is due to numerous factors.Among these ones, the incapacity of the Spaniards to assume the responsibilities oftheir recent past and the Moroccan occupation of the Western Sahara since 1975, areal blackmail which prevent Sahrawi people to appropriate completely their ownhistory. These elements have a crucial importance and should continue to question thescientific community that take charge of the Sahrawi question under an often toomilitant perspective.

Cette étude porte un regard critique sur la composition de la mémoire du faitcolonial espagnol au Sahara Occidental. Les oublis ainsi que les manipulations de lamémoire sont analysées par le biais d'exemples issus à la fois des archives consultéeset des témoignages recueillis dans les campements des réfugiés sahraouis de Tindouf.Ces exemples ont également permis d'aboutir à une première reconstruction du rapportcolonial hispano-sahraoui qui, loin de coïncider avec les représentations des milieuxespagnols de la coopération humanitaire ou de certains Sahraouis, s'est fondé sur unmélange de violence et de paternalisme. La lente pénétration dans le territoire s'estainsi faite à travers l'achat du consensus des Chioukh sahraouis par la soi-disant"politique du pain de sucre". Quand cette politique n'a plus offert de garanties desécurité à l'administration coloniale, celle-ci a employé massivement la violencemilitaire qui frappe les populations sahraouies à la fin des années 1950. Ces élémentssont aujourd'hui totalement absents de la mémoire du colonialisme espagnol auSahara, ce qui est dû à de nombreux facteurs. Parmi ceux-ci, l'incapacité desEspagnols d'assumer les responsabilités de leur propre histoire récente, caractériséepar la présence de la dictature franquiste ; et l'occupation marocaine du SaharaOccidental depuis 1975, véritable chantage qui pèse sur les Sahraouis leur empêchantde s'approprient pleinement de leur propre histoire. Ces éléments ont, d'après nous,une importance cruciale et devraient continuer à interroger la communautéscientifique qui s'occupe de la question sahraouie trop souvent sous un oeilexclusivement militant.
