BIOPOUVOIR ET DÉSINHIBITIONS MODERNES : LA FABRICATION DU CONSENTEMENT TECHNOLOGIQUE AU TOURNANT DES XVIIIE ET XIXE SIÈCLES

Foucault’s notion of biopower turns upside down the false historical problem of the origins of the “environmental awareness”. On the one hand it emphasizes that the politicization of the environment has a long history, plunging some of its roots in the biopower, in the joint management of environments and population health; on the other hand, it draws historical attention to the imposition of technology and the curbing of its critics. Three examples of modern disinhibitions at the turn of the eighteenth and nineteenth centuries are studied: the shift of medical etiologies from environmental factors to social ones, the application of risk to the management of life, and the definition of vaccine after in 1800.
La notion foucaldienne de biopouvoir permet de retourner la question mal posée de la « prise de conscience environnementale» et de ses origines historiques. D’une part elle souligne que la politisation de l’environnement possède une longue histoire puisant certaines de ses racines dans la biopolitique, dans la gestion conjointe des environnements et de la santé des populations; de l’autre elle focalise le regard historien sur l’imposition technologique et la résorption de sa critique. Trois exemples de désinhibitions modernes au tournant des XVIIIe et XIXe siècles sont étudiés: le basculement des étiologies médicales de l’environnemental au social, l’application de la notion de risque à la gestion de la vie, la définition expertale des caractéristiques du vaccin après 1800.
