Rusia : Los artigulios del autoritarismo
Résumé
In December 2013, Russian President Vladimir Putin marked the 20th anniversary of the Constitution by signing an amnesty which allowed for both the liberation of nu- merous common-law prisoners serving short sentences and the early release of the two Pussy Riot members sentenced to two years in a labor camp for staging an anti- Putin performance in Moscow's Cathedral of Christ the Savior. At the same time, the Russian president granted a reprieve for Mikhail Khodorkovsky, former head of Yukos, who had spent ten years in jail on charges of embezzlement and tax evasion and, im- plicitly, for his support of opposition activists. These unexpected releases were gener- ally perceived as the authorities' intention to improve their international image before the start of the Sochi Winter Olympic Games in February 2014. However, beyond this sporting-event and diplomatic deadline, they point to something deeper and address the issue of government practices in Russia today. In order to analyze these practices properly, one must both observe the Kremlin's - at times - contradictory decisions and focus attention on social practices in the country.
En diciembre de 2013, con motivo de la celebración del vigésimo aniversario de la Con- stitución, el Presidente ruso firmaba una amnistía por la que, además de poner en liber -tad a gran número de presos de derecho común que cumplía breves penas, liberaba a las dos cantantes de los Pussy Riot, condenadas a dos años de campo de trabajo por una performance anti-Putin realizada en la catedral del Cristo Salvador de Moscú. En el mismo trazo, firmaba asimismo la demanda de indulto de Mikhaïl Khodorkovsky, ex- director de la sociedad Ioukos, encarcelado durante diez años por malversaciones fi- nancieras pero también, implícitamente, por su apoyo a los militantes de la oposición. Dichas inesperadas liberaciones se interpretaron generalmente como la voluntad del poder de mejorar su imagen a nivel internacional, en vísperas de los Juegos Olímpicos de Sochi de febrero de 2014. Ahora bien, más allá del evento deportivo y diplomático, nos hacen interrogarnos con mayor profundidad acerca de las prácticas de gobierno en la Rusia contemporánea. Al analizarlas, convendrá tener presentes las decisiones, contradictorias en ocasiones, del Kremlin y observar, además, las prácticas sociales del país.
