Simples territoires ou actrices de la transition énergétique ? Les villes françaises dans la gouvernance multi-niveaux de l'énergie

Abstract : Cities have been taking an increasing place in the so-called " energy transition " process in France. How may we think such a role? By considering cities just as territories, spaces where numerous actors play their own strategy? Or as actors too, who enjoy a real capacity to influence the global transformation of energy field? In this article, we try to answer this question by replacing this intervention of cities in a broader institutional context. We stress the key position of the State and the supporters of centralization, who have not given up to play a leading role in the ongoing changes.
