Introduction : l'Union Européenne condamnée à la puissance?

After the Iraq crisis in 2003, the redefinition of the transatlantic relationship has been punctuated by crises which brought together a three spatial dimension for the EU - transatlantic, of neighborhood and of internal construction of the power - and a double aspect of functional definition - to identify the EU either as an area of prosperity defended by NATO, or as a complete power able to define and defend its relationships with its area of prosperity - and particularly with its neighbors, but not only. The aggressiveness of some advisers of George W. Bush toward European integration could have the opposite effect than expected, accelerating the construction of the ESDP.
Au terme de la crise irakienne de 2003, la redéfinition de la relation transatlantique a été scandée par des crises qui rassemblaient une triple dimension spatiale pour l'Union Européenne -transatlantique, d'étranger proche et de construction interne de la puissance- et un double aspect de définition fonctionnelle -l'UE devant s'identifier soit comme un espace de prospérité défendu par l'OTAN, soit comme une puissance complète capable de définir et de défendre les relations avec son espace de prospérité -et notamment avec son voisinage, mais pas seulement. L'agressivité de certains conseillers de George W. Bush à l'égard de la construction européenne pouvait avoir un effet inverse à celui escompté, d'accélération de la construction de la PESD.
