Enfin, l'originalité du classement EUROCARE empêchait de minimiser ses conclusions, en l'absence de données contradictoires : un ancien conseiller de Tony Blair note ainsi que, " avant l'arrivée des taux comparatifs de survie au cancer, il n'y avait pas réellement de mesures internationales comparables des performances de santé 23 C'est avec ce filtre d'interprétation, qui souligne explicitement la position défavorable du Royaume-Uni, que les agents spécialisés (experts, bureaucrates et professionnels de santé) exploitèrent les résultats de l'´ etude EUROCARE. Deux think tanks très influents relayèrent rapidement cette lecture des classements : d` es janvier 2000, la branche " santé/social " de l'Institute of Economic Affairs publiait un rapport intitulé " Delay, Denial and Dilution " , qui s'appuyait pour une large partie sur les classements EUROCARE et sur uné etude de Karol Sikora, déjà mentionné plus haut (p. 11), pour critiquer les situations de " rationnement " dans le NHS. La même année, l'OCDE cita les classements EUROCARE dans son Country Report sur le Royaume-Uni, inversant soudainement sonévaluationsonévaluation générale du NHS et entachant sa relation d' " admiration mutuelle) : alors que ses précédents rapportsévoquaientrapportsévoquaient son efficacité efficacitééconomique " remarquable " et sa performance " moyenne, celui-ci fut retenu pour sa mention des résultats de l'´ etude EUROCARE (Smee, pp.23-25, 2004.
