Abstract : The crisis of an hypertrophied state based on the uranium generated incomes. A territorial system wich have run his course. The demands of a population avid for democracy. The claims of the Tuareg population in rebellion. The pressure from investors driven by a concern for governance and sustainable development... Institutional and territorial reform must be global, radical andThis process of reform reveals new challenges relating to the functions of administrative centres, and the spatial representation of different social groups. The arguments put forward are extremely diverse, tanging from a modern reinterpretation of regional historical divides to major principles of spatial rationalisation. But, once again, the search for an ideal territorial organisation is faced with the complexities of the social and spatial realities, and a wide range of strategies, customs and perceptions. In contemporary Niger, the foundations of territorial restructuring are emerging, embracing the forces of globalisation, the search for new identities and new paradigms of local development.
