%X The present volume is the first in a projected series of three orfour collectionsof mainly expository articles on the arithmetic theory of automorphic forms.The books are primarily intended for two groups of readers. Thefirst group is interested inthe structure of automorphic forms on reductive groups over number fields, andspecifically in qualitative information about the multiplicities ofautomorphic representations.The second group is interested in the problem of classifying$\l$-adic representationsof Galois groups of number fields. Langlands' conjectures elaborateon the notion that thesetwo problems are in large measure the same. The goal of this seriesof books is togather into one place the evidence that this is the case, and topresent it clearly andsuccinctly enough so that both groups of readers are not onlyconvinced by the evidencebut can pass with minimal effort between the two points of view.
