Статья посвящена основным задачам реформирования системы образования - поиску дополнительных финансовых ресурсов. При этом основное внимание уделяется анализу возможностей бюджетной системы и потребительским приоритетам населения. Обосновывается целесообразность расширения практики использования средств населения в рамках нового гражданско-государственного софинансирования в контексте создания новых инструментов оказания государственных услуг.

The article is devoted to the main task of education system reforming - the search for additional financial resources. At the same time the attention is paid to the analysis of the possibilities of the budget system and consumer priorities of the population. Authors justified the expediency of using population funds under new civil-government funding in the context of creating new instruments of public services.
