"Big Brother" in South Africa?

Résumé

The apartheid regime was characterized by a specifi c use of Information and Communication Technologies (ICTs) as techno-political resources dedicated to rationalize the inner State structure and strengthen its grip on the society. Despite the end of apartheid, ICTs are still considered and used as tools of State control, as illustrated with the Home Affairs National Identification System (HANIS). If a relevant legislative framework and the mobilization of civil society organizations were lacking, this could lead to the emergence of a Big Brother State.
Le régime d'apartheid était caractérisé par l'utilisation spécifi que des Technologies de l'Information et de la Communication (TIC) comme ressource techno-politique visant la rationalisation de la structure interne de l'Etat et le renforcement de son emprise sur la société. Malgré la fin de l'apartheid, les TIC sont toujours considérées et utilisées comme des outils de contrôle de l'Etat, ainsi que l'illustre le Système National d'Identifi cation du Ministère de l'Intérieur sud-africain (HANIS). Si un cadre législatif pertinent et la mobilisation des organisations de la société civile venaient à faire défaut, on pourait voir émerger un Etat à la Big Brother.
