Ethnicité, processus d'ethnicisation et ethnicisme à Perpignan : les Gitans à l'école du changement

Résumé

Under the seal of relentless globalization, societies gypsy molt and mutate, resist assimilation through a process of mutual acculturation (a two-way acculturation in Gray-Floyd & Quintana, 1972: 23). But this process of resistance was commuted standardization program or "planned acculturation" (Liégeois 1983: 214). Sous le sceau implacable de la globalisation, les sociétés gitanes muent et mutent, résistent à l'assimilation par un processus d'acculturation réciproque (a two-way acculturation, in Gray-Floyd & Quintana, 1972: 23). Mais ce processus de résistance a été commué en programme de normalisation ou d'" acculturation planifiée " (Liégeois 1983: 214). Après l'exclusion et la réclusion, les politiques administratives européennes d'accueil des Roms et des Tsiganes ont été orientées vers le champ de l'inclusion (Liégeois 1997: 42-44). Démarquée de l'intégration, moins dérangeante que le concept dénotatif d'assimilation (auquel elle renvoie pourtant), cette orientation fut énoncée par l'Unesco puis par l'administration scolaire après la loi de 2005 : " processus visant à tenir compte de la diversité des besoins des élèves et à y répondre par une participation croissante à l'apprentissage. " (IGEN / IGAENR, 2009: 15 s.) Si les Gitans d'autrefois allaient encore peu à l'école, l'école va désormais aux Gitans. Mais dans un tel ordre des identités, l'écart à la norme et la double appartenance sont devenues la règle, au sens d'une " sortie " des modèles communautaires imposés et de l'identité instituée, vers un choix individuel permettant la combinaison des appartenances (Oriol, 1985).
