In this paper, the objective is to study the innovation process on relevant areas, with a sufficient historical background, by analysing networks of actors concern and impacts of the context. For that purpose, the paper reviews the innovations in cotton and irrigated Sub-saharan zones to show the importance of creating a trusty climate in favour of small scale farmers, and of securing the socio-economic environment for production.
