The contribution is interested to the role of the district's council within the urban governance in Nowa Huta after the conversion to liberalism. L'objectif est de comprendre les rapports du conseil de quartier aux autres acteurs politiques et aux habitants, avec l'objectif de monter les paradoxes qui résultent des stratégies de positionnement de cette organisation au sein du leadership local. The objective is to understand the relationships of the district's council with the other political actors and with the inhabitants and to show the paradoxes resulting from the strategies to position this organization within the local leadership. These strategies often induce a loss of proximity with the inhabitants and of representation, of the elements that yet founds the legitimacy of the district advice. It appears a sort of opposition therefore between the affirmation of this structure among the local political actors and its proximity with the inhabitants. The history of this territory and notably the brutal mutation that it underwent, passing from the centrality to the marginality, explains the socio-political conditions that governed the birth of the district advice and the evolution its relationship with the inhabitants in part.

La contribution s'intéresse à la place du conseil de quartier dans la gouvernance urbaine à Nowa Huta ou dans les modes de régulation mis en place après la conversion au libéralisme. L'étude porte particulièrement sur les rapports du conseil de quartier aux acteurs politiques et aux habitants, avec l'objectif de rendre compte des paradoxes qui résultent des stratégies de positionnement de cette organisation au sein du leadership local. Ces stratégies s'accompagnent souvent d'une perte de proximité avec les habitants et de représentativité, des éléments qui pourtant fondent la légitimité du conseil de quartier. Il apparaît alors une sorte de hiatus entre l'affirmation de cette structure auprès des acteurs politiques locaux et sa proximité avec les habitants. L'histoire de ce territoire et notamment le basculement brutal qu'il a subi, passant de la centralité à la marginalité, expliquent en partie les conditions sociopolitiques qui ont présidé à la naissance du conseil de quartier et à l'évolution de ses rapports avec les habitants.
