PYRENEES-MONT PERDU PATRIMOINE MONDIAL: UN ESPACE MONTAGNARD A L'EPREUVE DE LA PROTECTION ET DE SA GESTION
Abstract
Pyrenees-Mont Perdu World Heritage site, located in the Central Pyrenees, is shared between France and Spain. Its landscapes testify of nature action but they are also related to the pastoral civilisation which has left its pattern in the mountain, evolving through a long interaction between people and nature. Reputed for its spectacular scenery, this area had been protected by numerous features and received the World Heritage certification in 1997. The implementation of World Heritage Site tried to shift a new outlook in the “patrimonialization” process, going further decades-old regulation and administrative conservation. However, after ten years, the management of this area is proving ineffective and the ability of transboundary cooperation remains very low. Several factors explain this failure, including physical difficulties for working together and the lack of a real community-based management and monitoring approach. Discussing the “patrimonialization” phenomenon, the paper highlights also the differences regarding the sense of place and local identity that exist among stakeholders and dwellers.
Situés au cœur de la chaîne pyrénéenne, les massifs mitoyens de Gavarnie et des Tres Serols ont très tôt été distingués comme des paysages "remarquables", faisant ainsi l'objet de nombreuses mesures de protection et de distinction. Sous les diverses formes qu'elle a revêtues, cette labellisation a accompagné et encouragé la transformation de ces montagnes rurales en sites touristiques, organisés et aménagés pour les pratiques ludo-récréatives et favorisé leur attractivité résidentielle. L'inscription de cet ensemble transfrontalier sur la liste du Patrimoine Mondial en 1997 a constitué la dernière étape de cette mise en protection. A travers cette initiative, l'objectif était notamment de réarticuler, dans une approche globale, les enjeux de protection du site avec les importantes mutations sociodémographiques, économiques et paysagères en cours. Cette démarche a rencontré de nombreuses difficultés. Elles sont notamment liées aux pratiques de gestion du site, peu ouvertes à la participation ainsi qu'à un processus de patrimonialisation inachevé et contesté.
